What Are ICS Services in Minnesota?
Integrated Community Supports (ICS) are a type of Medical Assistance (MA) waiver service. They are managed by the Minnesota Department of Human Services (DHS). ICS aims to provide support and training for adults aged 18 and older. This service is for those living in a provider-controlled, multi-unit housing setting. ICS services help individuals live independently while receiving supports tailored to their needs.
Core Purpose of ICS
ICS fills a gap in long-term services by offering support between in-home help and more restrictive residential care. It promotes community integration, skill building, and independence for people with disabilities or complex support needs.

Where are ICS Services Provided?
To receive ICS services, a person must live in a provider-controlled setting with multiple living units (such as an apartment building owned or leased by the provider), and the setting must be approved by DHS.
Who Is Eligible for ICS Services in Minnesota
ICS is available to adults (18+) who are enrolled in one of several Minnesota Medicaid waiver programs, including:
Brain Injury (BI) waiver
Community Access for Disability Inclusion (CADI) waiver
Community Alternative Care (CAC) waiver
Developmental Disabilities (DD) waiver
What Services ICS Covers
ICS provides support and training in at least one community living area. These include:
โ Community participation (e.g., social engagement, transportation skills)
โ Health, safety & wellness (e.g., support attending appointments, safe self-care)
โ Household management (e.g., budgeting, meal planning)
โ Adaptive skills (e.g., problem-solving, behavior support)
Supports can be delivered where the person lives or in the community and may be provided up to 24 hours per day, depending on individual needs and the approved service plan.
Case Management & Coordination
ICS services are planned based on a personโs individual needs assessment and support goals, documented in a person-centered support plan. The provider reports progress and outcomes to the lead agency (often a county case manager).

To deliver ICS, a provider must:
Have a valid HCBS 245D license
Have an approved capacity report for the setting
Be enrolled with Minnesota Health Care Programs to authorize services at that location
